Electric scooters are legal in 38 of the US states, while another ten states have deemed them illegal. While electric scooters are legal on the road in most states, some states have applied additional rules to where and how scooters can be operated while on public roads. Four states, California, Colorado, Massachusetts and New York, do not allow pedestrians on expressways, freeways or limited access roads because most pedestrians cannot reach a safe speed to keep up with traffic. Massachusetts, Connecticut, Indiana, Maine and Virginia have added laws that while pedestrians are legally outside, they must stay on the right side of the road while riding.

Electric scooters can be legally ridden on roads in only five states: Arizona, Iowa, Louisiana, Rhode Island and Virginia.
